Across every Chinese city I've gathered cost data for, the same pattern holds: the user-facing price of urban services is much lower than what it actually cost to build them.

Foreign visitors and long-term planners often look at public service prices and are surprised by how affordable daily urban convenience appears to be. A subway ride in Chengdu costs a few yuan. Tap water in Dalian runs to roughly ¥3–4 per cubic metre. A month of broadband in Xi'an can cost less than a single restaurant meal in London. Bus fares, well-maintained public green spaces, street lighting and waste-collection services all carry very reasonable user-side costs.

These numbers show up again and again across our city-detail pages. Yet the more cities I compare, the clearer it becomes that the sticker price is only the visible tip of a much larger structure.

The observation: why China's urban services seem so affordable.

When I first started building out my systems reference pages, I was listing out what residents and expats pay on a month-to-month basis. Over time, the list grew into twelve distinct urban systems that shape your quality-of-life experience. Their direct charges to residents tend to stay comparatively low — sometimes remarkably so — regardless of whether you are in a first-tier metropolis or a third-tier city like Kunming.

All of these services shape your daily experience, and their direct charges to residents tend to stay comparatively low. But low prices for end-users do not mean these systems were cheap to create or cheap to run.

What the price tag does not show: the build cost.

The low fees you see listed on my city-cost pages represent only the final price paid by people who live there. They do not reflect the massive upfront investment required to build everything in the first place. Let me break this down by the three broad categories we track.

Physical networks: water, electricity and connectivity

Start with water. The treatment plants, pumping stations, and hundreds of kilometres of underground pipe that deliver clean water to a city like Shanghai or Beijing represent decades of continuous capital spending. A single large-scale water-treatment upgrade can run into the tens of billions of yuan. Residential tariffs, often tiered and subsidised, recover only a fraction of that.

The same pattern runs through electricity and broadband. China's grid includes the world's most extensive ultra-high-voltage transmission network, built to move power from western generation hubs to eastern demand centres, with transformers and last-mile wiring reaching every apartment in Shenzhen and Hangzhou. Fibre-to-the-home coverage is among the highest in the world, and 5G deployment has proceeded at a pace unmatched elsewhere. Neither was cheap to build. Residential electricity rates have been tightly controlled for years, and monthly broadband bills for residents often sit below ¥100.

Transport infrastructure: moving people across scales

Urban transportation is perhaps the most visible example. Subway lines in Chengdu and Xi'an have expanded at extraordinary speed. Underground construction costs typically run from ¥500 million to well over ¥1 billion per kilometre, depending on geology and station density. A single new line can consume more capital than the entire annual fare revenue of the network would recover in decades. The ¥2–7 you tap at the turnstile covers operations and partial maintenance; it does not amortise the tunnel-boring machines, the viaducts, or the land acquisition.

Above ground, shared bikes look like a cheap convenience, a few yuan unlocks a ride. But the fleet deployment, GPS-enabled locks, rebalancing trucks, and maintenance crews that keep bikes available on street corners represent a continuous capital burn. The unit economics only work at massive scale, subsidised by long-term investor patience and platform cross-subsidies.

At the inter-city scale, high-speed rail and domestic flights sit on top of even larger sunk costs. China's high-speed network now exceeds 50,000 kilometres. Stations like Beijing South, Shanghai Hongqiao, and Guangzhou South are not merely platforms; they are multi-billion-yuan integrated complexes. Airport expansions — from Beijing Daxing to Chengdu Tianfu — absorb capital measured in the hundreds of billions. Ticket prices on both rail and air routes are often held below what a pure cost-recovery model would demand, especially on socially important corridors.

Integrated hubs tie these layers together. A modern Chinese transport hub, subway, high-speed rail, airport express, bus terminal, and taxi rank in one structure, is an engineering and financial undertaking of extraordinary complexity. The convenience of stepping off a plane and onto a metro within the same building complex masks years of planning, land consolidation, and construction that no single fare could ever fully fund.

Housing and digital platforms: the less visible layer

Renting sits at the intersection of private market and public infrastructure. The apartment stock available to expats in cities like Suzhou or Qingdao relies on decades of residential construction, district heating networks (in the north), elevator maintenance, and property-management systems. While rent is not a subsidised public service in the same way as water or electricity, the overall housing ecosystem, including long-term rental platforms and their inventory-integration costs, still operates on capital bases far larger than any single tenant's monthly payment suggests.

Then there are the digital systems. Mobile payments feel frictionless because the infrastructure underneath server farms, fraud-detection algorithms, POS-terminal networks, regulatory compliance systems, has already been built and amortised at national scale. The fact that you can pay for a street-corner jianbing with a QR code, or settle a utility bill in seconds, depends on payment rails that absorbed billions in development capital long before you arrived.

Food delivery and online shopping extend the same principle into logistics. The rider network that brings a ¥25 lunch to your door in thirty minutes, or the warehouse-and-sorting system that delivers a Taobao parcel overnight from Guangzhou to Beijing, rests on a national logistics infrastructure of staggering scale. Delivery fees and shipping subsidies are kept low, often below true marginal cost, because the platforms compete on volume and customer lock-in, absorbing the difference through venture capital, cross-selling, and long-term market-share strategies.

Key insight: The affordable convenience you enjoy as an expat resident is not something that appeared overnight by chance. It is the pay-off of decades-long urban development, continuous financial support, and the sustained labour of many people, most of whose costs never appear on your monthly bill.

Maintenance: the permanent cost of keeping systems running.

Beyond construction, there is also a permanent ongoing cost for maintenance. Every single one of these twelve systems needs regular inspection, repairs, cleaning, staff supervision and day-to-day management.

Large teams of workers keep roads usable, parks tidy, water safe and waste systems running smoothly, month after month. Subway tracks require nightly inspection. Power lines need tree-clearance and weatherproofing. Shared-bike fleets need constant redistribution and repair. Delivery rider networks need platform maintenance, insurance, and algorithm updates. Many public-service operations run with long-term subsidies so resident-facing pricing can remain accessible.

From my perspective as someone comparing cross-city living expenses, this distinction matters a great deal for anyone planning long-term relocation. City snapshots: Chengdu, Dalian, Shenzhen compared.

To make this concrete, here is how the gap between user price and underlying investment plays out in three very different cities from the database behind this site.

Chengdu — A second-tier city with first-tier ambition. The metro network has grown from zero to more than 700 kilometres in roughly two decades. Fares remain among the lowest in the world on a per-kilometre basis. Yet construction debt, land-acquisition costs, and rolling-stock procurement continue to weigh on municipal finances. The low subway fare you pay as a resident is possible because the capital cost was socialised across bond issues, land-value capture, and higher-tier government transfers, not because the system is cheap to build.

Dalian — A third-tier coastal city where my research shows some of the lowest monthly living costs for expats. Water, electricity, and heating tariffs are all held at levels that would seem unreal to someone arriving from Western Europe. But Dalian's district heating infrastructure, a network of pipelines, boilers, and heat-exchange stations serving millions of residents in winter, represents a capital investment measured in the tens of billions of yuan, amortised over decades and subsidised through energy-price controls.

Shenzhen — A first-tier tech hub where digital infrastructure is arguably the most advanced in the country. Mobile payment penetration approaches universal coverage. Food delivery arrives in under thirty minutes across most districts. 5G signal is dense enough to be taken for granted. Yet the data centres, base stations, logistics sorting hubs, and platform R&D that make this possible absorbed capital on a scale no individual user fee could ever recoup. The ¥0 transaction fee and the ¥3 delivery charge are loss-leaders in a much larger economic architecture.

The pattern repeats across Beijing, Shanghai, Xi'an, Kunming, and every other city we cover.

Do not let low monthly fees mislead your overall relocation budget. The city that charges you ¥2 for a subway ride and ¥3 for a cubic metre of tap water has already spent billions building the network that delivers both. Your low monthly bill is possible because someone else — municipal bond holders, state-owned enterprises, platform investors, and ultimately the broader tax base — absorbed the heavy lifting long before you arrived.
